| The Language Fund was established in 1994 to support proficiency in the use of the Chinese (including Putonghua) and English languages by the people of Hong Kong; and to fund programmes, projects, research, textbooks, reference materials, teaching aids, language teachers, language experts, educationalists, education and training institutions, courses, training, publications and publicity directed towards the enhancement in the use of the Chinese (including Putonghua) and English languages by the people of Hong Kong.
The Standing Committee on Language Education and Research (SCOLAR) was appointed to advise the Trustee on policies and procedures governing the operation of the Language Fund.
